The Higher Education Loans Board (HELB) loan is one of the most common financial obligations for Kenyan graduates. If you graduated from a Kenyan university or college, you almost certainly have a HELB loan. Yet most borrowers have only a vague idea of how much they are paying, how long it will take to clear, and what happens if they do not repay.
This guide gives you the complete, accurate picture.
What is HELB and Who Must Repay?
HELB is a government body that provides loans and bursaries to Kenyan students in higher education. If you received a HELB loan during your studies, you are legally required to begin repayment within one year of completing your studies โ whether or not you are employed.
As of 2026, HELB manages over KES 60 billion in outstanding loans from more than 700,000 borrowers. The repayment rate has historically been low, which is why HELB has become increasingly aggressive in enforcement โ including CRB listing, employer engagement, and the use of the Tax Compliance Certificate (TCC) system.
HELB Loan Interest Rate 2026
HELB charges simple interest (not compound) at a rate that depends on when you borrowed:
| Loan period | Interest rate |
|---|---|
| Before 2012 | 4% per annum simple interest |
| 2012 onwards | 4% per annum simple interest |
| Defaulters (after grace period) | 8% per annum + penalties |
This is actually a very low interest rate compared to any commercial lender. The danger is not the interest rate โ it is the penalties for non-repayment and the CRB listing that follows default.
When Do You Start Repaying?
You are required to begin repayment 12 months after completing your studies (graduation or end of course, whichever is earlier). This grace period exists to give you time to find employment.
Once the 12-month grace period ends:
- HELB begins charging interest on your outstanding balance
- Your name may be submitted to the CRB if you do not make arrangements
- Your employer may be contacted directly for salary deductions
How Much Do You Pay Monthly?
HELB repayment amounts depend on your gross salary. The minimum monthly repayment rates as of 2026 are:
| Monthly gross salary | Minimum monthly repayment |
|---|---|
| Below KES 25,000 | KES 1,000 |
| KES 25,001 โ 50,000 | KES 1,500 |
| KES 50,001 โ 100,000 | KES 2,000 |
| KES 100,001 โ 150,000 | KES 2,500 |
| KES 150,001 โ 200,000 | KES 3,000 |
| Above KES 200,000 | KES 3,000+ (negotiable) |
These are minimums. You can always pay more โ and you should if you want to clear the loan faster.
How HELB Deduction Appears on Your Payslip
HELB is deducted after tax โ it is not a pre-tax deduction like NSSF, SHIF, or Housing Levy. This means it does not reduce your taxable income.
Your payslip deduction order:
- Gross salary
- Minus NSSF (pre-tax)
- Minus SHIF (pre-tax)
- Minus Housing Levy (pre-tax)
- = Taxable income โ PAYE calculated here
- Minus PAYE tax
- Minus HELB repayment โ here, after tax
- = Net salary
This is why our PAYE calculator does not include HELB โ it is a personal debt repayment, not a statutory deduction. Your actual take-home pay is your calculated net salary minus your HELB monthly payment.
How HELB Collects from Employed Graduates
HELB has two enforcement mechanisms for employed borrowers:
Employer deduction: HELB can write to your employer directly and instruct them to deduct your monthly repayment from your salary and remit it to HELB. This is increasingly common as HELB cross-references its database with KRA employer records.
Self-payment: You can pay directly via:
- M-Pesa Paybill: 200999, Account: your HELB ID number
- Bank transfer to HELB account
- HELB portal at helb.co.ke
Most employed graduates end up with employer deductions โ your HR or payroll department handles it automatically once HELB notifies them.
How Long Will It Take to Clear Your HELB Loan?
This depends on your loan balance and monthly payment amount. Here are realistic timelines:
| Outstanding balance | Monthly payment | Years to clear |
|---|---|---|
| KES 50,000 | KES 1,000 | ~4.5 years |
| KES 100,000 | KES 1,500 | ~6 years |
| KES 150,000 | KES 2,000 | ~7 years |
| KES 200,000 | KES 2,000 | ~9 years |
| KES 200,000 | KES 5,000 | ~3.5 years |
At minimum payments, most HELB borrowers take 6โ10 years to fully clear their loans. This is a long time โ and interest continues to accumulate during this period.
How to Pay Off Your HELB Loan Faster
Increase your monthly payment above the minimum. This is the single most effective strategy. HELB accepts any amount above the minimum โ you are never penalised for paying more.
If you are earning KES 80,000 gross (approximately KES 58,000 net after all deductions), paying KES 3,000/month instead of the KES 2,000 minimum reduces your repayment period by approximately 2โ3 years.
Make lump sum payments when possible. Tax refunds, bonuses, side income, and cash gifts can be directed straight to your HELB account. Every lump sum directly reduces your principal and shortens your timeline.
Check your balance regularly. Log into helb.co.ke or call 0711 052 000 to check your current outstanding balance, interest accrued, and payment history. Many borrowers lose track and are surprised by how much interest has accumulated.
What Happens If You Don't Repay HELB?
The consequences of HELB default are serious and compound over time:
CRB listing: HELB submits defaulters to the Credit Reference Bureau. A CRB listing blocks you from getting mobile loans, bank loans, mortgages, and even some job applications that require a clean credit record.
Interest penalty: The interest rate doubles from 4% to 8% per annum for defaulters, and additional penalties are charged.
Tax Compliance Certificate (TCC) blocked: KRA links its TCC system to HELB compliance. If you have outstanding HELB debt, KRA may decline to issue a Tax Compliance Certificate โ which is required for government tenders, certain professional licences, and some employment applications.
Employer notification: HELB regularly contacts employers of defaulting graduates and requests mandatory salary deductions.
Guarantor liability: If you had guarantors on your HELB loan, they become liable for your debt if you default. This has caused serious financial and personal consequences for families of defaulting graduates.
HELB Clearance Certificate
When you fully repay your HELB loan, request a HELB Clearance Certificate immediately. This document confirms you have no outstanding obligation and is required for:
- Some government employment applications
- Professional body registration (LSK, ICPAK, EBK etc.)
- Certain tender applications
- Mortgage applications
Apply for it at helb.co.ke or in person at HELB offices in Nairobi (Anniversary Towers, University Way).
Frequently Asked Questions
Can I defer my HELB repayment if I am unemployed? Yes. HELB has a deferment programme for unemployed graduates. Apply at helb.co.ke with proof of unemployment. Interest still accrues during deferment but penalties are waived.
What if I studied outside Kenya? HELB loans are only issued to students in Kenyan institutions. If you studied abroad using a HELB loan (awarded before departure), normal repayment terms apply.
Does HELB affect my PAYE calculation? No. HELB is a post-tax deduction. It reduces your take-home pay but does not affect your tax liability.
Can I negotiate my monthly repayment amount? Yes, for amounts above the minimum. Contact HELB directly if you want to formalise a higher monthly payment schedule.
